The Standing Committee for Court Efficiency and Quality
The Standing Committee for Court Efficiency and Quality is responsible for reviewing, making recommendations, and drafting documents in the area of court efficiency and quality of work, specifically:
a) It reviews and prepares strategic and planning documents related to the efficient and high-quality functioning of courts, and proposes necessary measures to the Council to improve their work;
b) It analyzes information and documents from other institutions and organizations that directly or indirectly affect the work of the courts;
c) It considers statistical reporting methods, analyzes court performance data in light of efficiency standards, proposes to the competent standing committees and working groups of the Council the necessary new reports or amendments to existing ones in the CMS/TCMS system, as well as corrective measures to the Council for improving court efficiency and quality;
d) It monitors the work of courts by case type, especially those of particular importance due to public interest or other strategic goals;
e) It monitors the resolution of cases in courts through the application of the Council's conclusions, decisions, instructions, and other documents affecting court efficiency and quality, and proposes specific measures to the Council to enhance their implementation;
f) It analyzes the application and effects of existing orientation standards, optimal and predictable timeframes in court operations, and proposes their amendments and improvements;
g) It defines criteria, forms, and other documents for the evaluation of judges' performance, including providing interpretations of these documents and handling complaints regarding performance evaluations;
h) It determines the final proposal of guidelines for the preparation of budgetary instructions for courts, and provides proposals for improving the budgeting, financing, and material/technical conditions of court operations, as well as reviewing drafts and budget proposals of judicial institutions;
i) It reviews procedures and specific court inquiries related to the implementation of documents and conclusions concerning court efficiency and quality, as well as the preparation of draft budgets and guidelines adopted by the Committee, and adopts specific conclusions;
j) It makes recommendations to the Council on rules for internal organization of courts, requests for changes in the number of judicial office holders, and other requests such as extensions of terms for additional judges, temporary assignments of judges to other courts, and approval of absences for judicial office holders for periods shorter than six weeks;
k) It cooperates with other standing committees and submits initiatives to the Council regarding legislative amendments, analyzes needs, and proposes topics for training programs;
l) It reviews project ideas and provides advice and expert support in the implementation of projects important to court operations;
m) It participates in the processes of medium-term planning and annual programming of the Council;
n) It proposes the adoption of other measures necessary for the establishment of an efficient, high-quality, and transparent judiciary to the Council;
o) It reports to the Council on all strategic issues requiring Council decisions.
